“A new $22 mil­lion sys­tem to allow sol­diers and other Americans over­seas to vote via the Internet is inher­ently inse­cure and should be aban­doned, accord­ing to a panel of com­puter secu­rity experts asked by the gov­ern­ment to review the pro­gram.“
