CONGRESS THINKS CAPPS II STINKS

The CAPPS II pas­sen­ger screen­ing sys­tem is seri­ously screwed up, a new Congressional report finds. The General Accounting Office, Congress’ inves­tiga­tive arm, has spent the last four months study­ing the con­tro­ver­sial pro­gram. Its con­clu­sion (accord­ing to the L.A. Times):

“Uncertainties sur­round­ing the system’s future func­tion­al­ity and sched­ule alone result in the poten­tial that the sys­tem may not meet expected require­ments, may expe­ri­ence delayed deploy­ment, and may incur increased costs.”

The GAO report found that the Transportation Security Administration, which runs CAPPS II, hadn’t ade­quately addressed seven of eight con­cerns raised by Congress about the sys­tem.
The Times says that “these include pre­vent­ing abuses, pro­tect­ing pri­vacy, cre­at­ing an appeals process, assur­ing the accu­racy of pas­sen­ger data, test­ing the sys­tem, pre­vent­ing unau­tho­rized access by hack­ers and set­ting out clear poli­cies for the sys­tem.“
