In the first battle there were civilians and their presence dictated that there would be a second battle. Before the second battle there was an intense weeks-long information campaign aimed at having "innocents" un-ass the area. Anyone stupid enough to stay--well shame on them, especially since all and sundry knew that by staying they were declaring themselves as combatants. The second battle of Fallujiah was an all-out "kill 'em all" effort as all battles should be.
