Fortunately, SmartFilter does make exempting a site from being blocked an easy process for organizations using the product. If the people inside the organization believe the site should be available to all then a few mouse clicks by the SmartFilter administrator makes it so. This isn't so much a technology issue as a policy one.

According to "Fourth Generation Warfare" theorists, this is part of what future wars look like. One corporation fighting another with states and nonprofits and individuals enlisted as allies. For all their grandstanding about Chinese censorship, expect Congress and the rest of the US Government to come down firmly on the side of SmartFilter. But the beautiful thing about Fourth Generation Warfare is that everyone gets to choose his own side.
