Fear. The message is we can&#039;t change ships in mid ocean, even if that ship is sitting on the bottom and all the rats have left. The politicos are scared to death that someday the American people will wake up and decide it&#039;s time to change things. To start with they will stop being afraid themselves and start making the system and it actors start being afraid.
