There are many ways to close it without using war ships.  Just the idea of the possibility of a tanker being sunk by a missile will cause insurance rates to climb where it would not be profitable to go into the straits.   Also, attacking the oil facilities would have the same effect.  And do not forget about their forces and allies in these countries.
