Welcome to how Government works or doesn&#039;t depending on which side of the Ham Sandwitch your on.
This list was compliled by the states with the prize being DHS funds for programs. This is Smoked Ham  in the making. The goal of homeland defense is defense of Federal handouts.
Look at it from the locals point of view that pop corn business or Petting Zoo is very important to the sevival of the small villages. Relative speaking anyone of these activities are far more important to Podunk the the WTC was to New York.
Closing that Petting Zoo could be a life ar death factor for a village where as the $14Billion cost and rising of the WTC&#039;s, well in New York that only an hour of stock trading. To the 435 members of Congress that Petting Zoo is the difference of getting relected or retireing early.
Methinks I&#039;ve said enough on this, it&#039;s almost time for lunch, Carne Asada sounds good.
