Look at it from the locals point of view that pop corn business or Petting Zoo is very important to the sevival of the small villages. Relative speaking anyone of these activities are far more important to Podunk the the WTC was to New York. Closing that Petting Zoo could be a life ar death factor for a village where as the $14Billion cost and rising of the WTC's, well in New York that only an hour of stock trading. To the 435 members of Congress that Petting Zoo is the difference of getting relected or retireing early. Methinks I've said enough on this, it's almost time for lunch, Carne Asada sounds good.
