If I remember correctly, the last General who said we needed more boots on the ground in Iraq was forced into retirement. In this case the target missile failed shortly after launch, not any part of the missile defense system as such. Using your logic, if the person responsible for launching the target missile had a heart attack and could not launch the target that would be a failure of the anti-missile system. Obviously, you are not at all biased against the missile defense. Right?
