A point of terminology. Deepwater/ICGS is the overall Program, the FRC is only one of many Projects within it.
There were critics of Deepwater before 9/11 especialy congressional types who as always wanted to steer ship builidng to their backyard shipyards.
Yes the USCG was over-streched in its ability to manage such a huge acquistion. NO the USCG was not in new territory when it comes to buildig ships, they have been doing that for hundreds of years!
Also there are several success stories in the aviation and communications parts of ICGS. The Program is not merely to revamp the USCG inventory but to develop a system of systems approach - a lofty goal of which I hope the USCG can attain. It is in the country's best interest after all.
I agree that USCG has been over-reaching, but ICGS is not a catastrophe as yet. Nothing like the USN's DDX and LCS fiascos! I like Adm Allen's proactive response to all the service's problems! I am not optimistic the Navy will get its act together. SECNAV came from a big conglomerate so decisions are suspect. His announcement today about LCS was a safe decision and a hard course change for the LCS program. Multi-billion dollar ships and 1000 ship navy don't belong in the same sentence!
