		<description>The propulsion plant came in about 50 long tons under estimate ... so from a WEIGHT perspective, there is margin.  And a few extra tons added due to EMALS is a relative drop in the bucket of a 90,000 long ton carrier.
It is *slightly* more worrisome for stability: the propulsion plant is generally below the center of buoyancy, and the EMALS is well above it.  The righting moment takes a small hit.
