I suspect that once you have a ruggedized cell-phone camera capable of meshing securely with the network it will look and cost the same as that gun camera you’re complaining about.
But you can’t ignore the elephant in the room.
It doesn’t matter how good you are on the data side, if a bunch of trigger-happy morons start shooting up civilians then the counterinsurgency will fail.

A big step forward would be to find 200 exceptional programmers. It is well known that one top 1% computer programmer is worth 250 times what one average programmer is worth. Bring on board a few hundred of those, compete with google if you have to or start a hacking program at West point. IT needs to be thought of as an offensive weapon, not just a support tool. When we start thinking of Databases as being as powerful as high explosives, we will be able to take advantage of their full power. If we spent as much on integrating software into our front line forces we would get a much better return than most of what we spend on today. We need to move to the Israeli model: Identify bombers, not bombs. Databases uniquely can help do this.

PV’s got a point, about the insurgents using it backwards, or having the system co-opted by local actors for their own ends. By some accounts, the Phoenix program was co-opted by NVA/VC double or triple agents who identified RVN agents, or relative innocents, as anti-government forces.
In short, a system like this is still subject to GIGO. It’d be a shame if it got twisted by Sunni or Shia extremists into another tool for ethnic cleansing.
