I guess if I had ever really thought about it as a whole I would have guessed the same thing but I was a little suprised to find out that most of the time the problem is that people just don’t know what they want.
If we just fixed the number we where going to buy in advance and fixed the requirements before bid with little or no exception we would stay within budget 35% more often than we do now. If you fixed the price out the gate (What you bid is what you get) we could fix the cost overrun problem another 18% of the time (Or 53% total).
Think of the hundreds of billions of dollars we could save quickly and easily by just making sure we know what we want when we ask for it.
