Some competition may be healthy, but it's hard to remain optimistic when the system is set up to give so much priority to budget-wrangling or outright ego. I'd like to see more integrated, cohesive and coherent inter-service co-operation, but I can't help but feel a little cynical about what sometimes feels like a game of Texas Hold 'Em with the country's intelligence assets. Sadly, I can't see any easy way to fix this state of affairs, either.

Somehow it doesn’t surprise me that one of the major difficulties in getting cohesive high-level intelligence work done is still inter-service rivalry.
