		<description>Somehow it doesn&#039;t surprise me that one of the major difficulties in getting cohesive high-level intelligence work done is still inter-service rivalry. Some competition may be healthy, but it&#039;s hard to remain optimistic when the system is set up to give so much priority to budget-wrangling or outright ego.
I&#039;d like to see more integrated, cohesive and coherent inter-service co-operation, but I can&#039;t help but feel a little cynical about what sometimes feels like a game of Texas Hold &#039;Em with the country&#039;s intelligence assets. Sadly, I can&#039;t see any easy way to fix this state of affairs, either.
