It is a matter of definition, degree, and compliance with standards. &#039;Due Regard&#039; gets its name from an international agreement on flying outside national airspaces and the need to ensure safe flight for any aircraft not operating as an international commercial flight (ie not covered by ICAO rules), and is referenced in paragraph 6.3.2.2 of a DoD directive. Sense and Avoid OTOH, has roots as a DOT/FAA (US only) UAV-specific concern and initiative.
